Connection Regularly Drops Back to "Connected, waiting for confirmation"

I have been running the last few weeks on Rotterdam.
I switched from Amsterdam to Rotterdam because Amsterdam is much worse in this respect than Rotterdam.
I switched from Malmoe to Amsterdam because Malmoe disappeared.
Malmoe used to work well before it disappeared.
Amsterdam exhibits the issue all of the time.
Connect to Amsterdam and it says "Connected, waiting for confirmation" continuously.
Amsterdam almost never goes to "You are connected."
So I switched to Rotterdam several weeks ago which worked well.
Rotterdam said "Connected, waiting for confirmation" for a few seconds then went quickly to "You are connected."
Now I have noticed that Rotterdam regularly drops back to "Connected, waiting for confirmation" for a many minutes then it goes to "You are connected" for a while, then it's back to "Connected, waiting for confirmation" again.

Does anyone know why this happens?

I cant exactly remember why this state is happening but is has something to do with PPs connection check server, not the main server you are connecting to.
Something like this happend a few months ago and was fixed but seems like to reapear.
I have this issue too, alle we can do is wait and hope PP fix this sooner than later.

Interesting, a connection check server.
I am more inclined to fire up Wireshark now that I have a clue as to what may be happening.

I am beginning to think that Perfect Privacy is throttling my tunnel.
I start a download and it runs right up to 40 or 60Mbps, then collapses.
Then it ramps and collapses several more times before the final ramp up to a flat 6Mbps from then on.
While the tunnel is throttled, VPN manager cannot reliably handshake with the check server, so "Connected, waiting for confirmation" appears regularly.
I would like to know if anyone else experience such behavior?
