Answered: Always-on VPN does not work

I have followed the tutorial here:

And I cannot get always on VPN to work. Once I load the profile on to my iPhone, the VPN menu is shown in Settings but it just continually connects/disconnects and keeps trying. It doesn't give an error so I don't know if there is an authentication problem or something else.
